This is a mod Ashere and I put together at a LAN party.  Not only are your weapons four times as powerful, but they fire four times as fast too!  It adds a little spicing up to regular Q2 Deathmatch.  Picture the blaster as being as powerful as a quad hyperblaster, and everything else goes up from there.  I wouldn't run it on anything slower than a LAN -- even then it can get a little crazy.
